These constitute a series of actions and services delivered by agents of the consulting engineer during the project operations according to the relevant service procedures, and include the following seven steps:

  1. Service planning, procedure determination, progress control
  2. Engineering services,
  3. Job referral services,
  4. Coordination services, executive services and temporary delivery,
  5. Service quality control (this section includes quality control of materials, equipment and execution,
  6. Estimation services, payment control, and cost control, legal affairs of contracts,
  7. Services delivered during the commissioning (trial operation during the guarantee period) and final delivery,

A. Service planning, procedure determination, progress control

  1. Reviewing and commenting on the technology used in the execution as selected during the detailed and execution planning,
  2. Reviewing and commenting on how the project has been segregated into different projects and activities in terms of assigning to executive agents as performed during the detailed design and execution phase,
  3. determining the interface of the separated services assignable to consultative service units for peripheral jobs, with respect to contractors and equipment suppliers and designating their individual responsibilities,
  4. reviewing and commenting on the overall time schedule of the execution of the project as prepared during the detailed design and execution phase,
  5. Pursuing the creation of a project planning and control system by contractors and equipment suppliers and supervision over their execution.
  6. verifying the and other agents involved in the project and setting up cooperation between their plans within the framework of the overall time-schedule, given the preliminary report of the workshop supervising agents,
  7. verifying the human resources and machineries provision plan of contractors,
  8. verifying the monthly progress report or summing up the reports sent by consultation service provider units, supervising body, contractors and equipment suppliers, checking the work done against the time-schedule, analyzing the causes of time-schedule deviations, proposing solutions for compensation and including them in the revision plan, with due regard to the preliminary report sent by workshop supervision agents,
  9. revising and updating the overall time-schedule with due regard to the progress of the work and on the basis of the reports and analyses received against the preliminary report sent by workshop supervision agents,

B. Engineering services

  1. checking the design and proposing suggestions if necessary,
  2. determining supervision procedures and fixing phases of work visit,
  3. provision of forms and laboratory documents, periodical visits and issuance of work-completed certificate at different phases, checking the work lists and agendas,
  4. provision of workshop test lists,
  5. provision of laboratory equipment and special instruments and tools list,
  6. preparation, and issuance of technical documentation, such as standards needed for quality control in the workshop,
  7. verifying the list of human resources needed for the execution of the project,
  8. verifying the list of machineries and tools used for the execution of the project
  9. provision of the essential materials and equipment list of the project,
    • Developing procedures for the storage of materials and equipment in the storeroom and after the erection.
    • Verifying the list of spare parts and materials needed for the operation period and fixing the relevant period of time
  10. provision of equipment maintenance and steering procedures by their suppliers, and fixing the relevant time-intervals between them, verification and certification of the sufficiency of these documents,
  11. contingent revisions in drawings and specifications with due regard to executive requirements, provision of corrective drawings and documents, in line with the goal of conformity with new findings and conditions and meeting the needs of the time-schedule,
  12. Provision of supplementary and detailed drawings and detailed executive drawings for complete and thorough execution of the work in a way that no bottleneck or problem resulting from defects in drawings or procedures in operation in collaboration with workshop supervision agents.

C. Job referral services

  • Referring peripheral services needed during the construction phase, such as geological maps, surveying, geotechnical map, materials strength, and geophysics, including determination of the procedures for selection of consultation services, obtaining approval of the employer of the proposed method, and taking actions for job referral,
  • referring executive work (contractor work, and equipment procurement), determining procedures for selection of contractors and equipment suppliers, and obtaining employer approval of the proposed method, and taking actions with respect to job referral under Tenders Act and other relevant rules and regulations, including:
  • job referral services and supervision over the plant construction operations

D. coordination services, temporary delivery

  • delivery of the workshop to contractors in collaboration with the employer in the presence of workshop agents,
  • verifying the layout of workshop equipment, against the overall workshop equipment plan and submitting a preliminary report of the workshop supervision agents,
  • verifying the proposed procedures suggested by contractors against the preliminary report of the workshop supervision agents,
  • verifying the executive organization of the contractors and checking for conformity with the organization proposed under the relevant contracts with due regard to the preliminary comments made by workshop supervision agents,
  • setting up coordination among the project operations with those of other projects with reciprocal relations and mutual effects,
  • Planning regular meetings with the supervision body, employer, and contractors and other agents involved in the project, addressing the problems and drawbacks, recording and issuance of the minutes of the meetings of decisions made, and pursuing their implementation against the preliminary report submitted by workshop supervision agents.
  • checking for the identification of work drawbacks, proposition of solutions and pursuing their elimination,
  • verifying the competency of the contractors, and minor equipment suppliers,
  • verifying the competency of the key contractors agents such as workshop manager, and operation supervisors,
  • verifying the technical qualification and skills of those involved in sensitive jobs, such as welding,
  • submitting safety instructions, periodical meetings for compliance with technical protection, safety and health instruction by contractors and suggesting the right solutions with due regard to the preliminary reports submitted by the workshop supervision agents,
  • submitting instructions on workshop protection against climatic events, and natural disasters, and natural events by the contractors
  • periodical and regular monitoring of the human resources and machineries used for the execution and ensuring their congruity with the workload and their procurement plan with due regard to preliminary reports sent by the workshop supervision agents,
  • controlling and following up of building materials procurement, equipment and machinery used in the execution, and their congruity with the workload and their procurement plan against comments made by workshop supervision agents,
  • controlling the arrival and exit of materials, equipment, and machineries and issuing the relevant process verbal with regard to reports submitted by workshop supervision agents,
  • verifying the contractors’ announcement of the work for operation, for temporary delivery, visiting and monitoring the jobs carried out, verification of the readiness of the work for temporary delivery, and operation together with the list of defects that prevent operation, and announcing them to the employer with due regard to reports made by workshop supervision agents,
  • developing the temporary delivery plan and provision of the list of laboratories in collaboration with the employer
  • creating coordination between project executive operations and other projects with reciprocal relations and mutual effects,
  • guiding, and controlling supervision over trouble shooting, participation in the trouble shooting meeting, in collaboration with workshop supervision agents,
  • checking and commenting on the workshop clearance of installations and make-shift buildings, and removing temporary buildings, and evacuation of the surplus materials and or reserving them under due suggestions,
  • delivery and approval of the project documentation to the employer such as drawing and maps such as building maps, steering and maintenance instructions,
  • preparation and issuance of project identification card, including main project specifications of the project and their goals, results of the execution of the project, in comparison with the projected targets, changes made during the execution in drawings, specifications, time and cost and reasons behind them, positive and negative points, design method, positive and negative points of the execution procedures, announcement of the new methods applied in the execution, introduction of the project contracts and commenting on the contractors and equipment suppliers’ performance, positive and negative points of operation procedures during the guarantee period, problems posed during the operation due to design or execution and special events during the construction period, such as exceptional flooding, documentation, completion and delivery of them in a software package in case the consultant has also delivered engineering and design services of the project.

E. Quality control services (This section includes quality control of materials, equipment and executed work)

  • performing periodical inspections and matching the work carried out with the drawings and maps, technical specifications, standards, procedures, and verifying them prior to covering by later stages of the job in full coordination with the agents of workshop supervision, and delivering the right and corrective strategies for solving contingent problems.
  • verifying the drawings, maps, coordinators, and levels performed on the floor and verifying their conformity with the maps and drawings prior to the commencement of operation in each section and controlling the mapping procedures at various stages of the job in full coordination with the agents of workshop supervision,
  • coordinating ror controlling other base points and markings by the contractor
  • measuring transformation and relocations and controlling permissible tolerances,
  • periodical inspection of how the materials and equipment are stored at the workshop and how they are handled,
  • preparation of the testing procedures and verifying the diversity of tests on materials and equipment and work done by determining the type and location of the tests,
  • controlling and verifying the testing procedures, their results, and submission of the procedures to the contractor for correction of materials and equipment or defective products,
  • controlling materials and equipment upon arrival into the workshop in order to make sure about their quality and quantity against the technical specifications and standards and issuance of the proces verbal of arrival of materials and equipment in full coordination with the agents of workshop supervision,
  • procedures for the correction of the defective work and pursuing their removal,
  • verifying the specifications of the raw materials and equipment that are to be consumed in the workshop in terms of conformity with the technical specifications and drawings and executive maps prior to issuing the purchase order and prior to consumption,
  • developing procedures for monitoring the way the work done is protected and taken care of,
  • addressing, commenting and verification of workshop drawings prepared by contractors,
  • checking and commenting on as-built maps as prepared by contractors,

F. Estimation services, payment control, and cost control, legal affairs of contracts,

  • checking and updating financial and legal documents of contracts including estimation of service and operation costs and other needs of the execution period for referring jobs and services and making the relevant contracts,
  • checking and commenting on the projected budget and credit of the project in order to correct the financial plans of the project,
  • verifying the payment of advance payments,
  • submission of procedures and leveling forms with respect to measuring the work carried out and materials at work and controlling and verifying the progress statements and payments to contractors and equipment suppliers and other agents of the project for payment by the employer on the basis of the reports prepared by workshop supervision agents,
  • controlling changes made in the work and extra amounts or shortcomings of the contracts,
  • determining the amount of the work remaining to be done at the end of each year and at the time the employer requires,
  • collating the decisions made by the employer with the documents of the relevant contract and submitting them for execution,
  • checking and verifying new prices,
  • checking delays of the contracts and commenting on their permissibility,
  • following up the provision of the right insurance coverage and pursuing insurance affairs in case and damage has been inflicted,
  • analyzing and reviewing contractual matters and commenting on claims made by contractors, equipment suppliers and other agents, in collaboration with the employer in settling disputes,
  • ensuring the completion of all obligations and services of contractors
  • checking final statements made by contractors and equipment suppliers and other agents on the basis of their contracts,
  • Verifying the contractors and equipment suppliers and other agents letters of guarantee and checking their conformity with their contracts

H. Services delivered during the commissioning (trial operation during the guarantee period) and final delivery

  • periodical inspection and supervision on the project performance at the commissioning period during the guarantee period,
  • testing procedures (if needed) and checking their results,
  • checking and analyzing the measurements made of the transformations and controlling permissible tolerances,
  • controlling supervision of the work done by contractors and other agents of the project during the guarantee period,
  • checking the deficiencies and defects of the guarantee period, listing them, and following up and supervising over their removal by the relevant agents,
  • collaboration with the employer and operation unit for correct execution of procedures and operation manuals,
  • making sure of elimination of defects and verification of the completion of the job for final delivery at the end of the guarantee period,
  • participating in the final delivery board and issuance of final delivery process verbal
